Listed below is information you will need to know to apply for retirement.   Since procedures vary between officers and noncommissioned officers, we have separated the information for easy access.  Additionally we have provided a sample memorandum for officer retirement application and noncommissioned officer retirement application.  The ideal time to start with the application process is 12 month prior to your requested retirement date.  The Retirement Process Model will assist you with the various actions to take until retirement date.

 

Officer Retirement Application Processing Procedure:

2.  Basic Procedures:

  • Officers who have 19 or more years of active Federal service, will have completed all service obligations on or before the requested date of retirement, and who are not in receipt of an assignment alert are eligible to apply for voluntary retirement without waiver. The requested retirement date must be within 6-12 months of the date of the application.
  • Retirement applications are processed by appointment.  To make an appointment you must hand carry a completed memorandum (see sample memorandum below) (prepared at Officer's Personnel Administration Center [PAC]) to the Transition Point not later than four months prior to the requested retirement date. The six months suspense must be adjusted if the officer plans to take permissive TDY and/or transition leave. A transition/pre-separation appointment will be scheduled within 4 days.
  • Officers must include a current copy of their ORB, DD Form 214's for all prior service, and a copy of the orders that brought them on active duty for this period of service.

3.  Retirement ceremonies will be conducted on a monthly basis. Attendance is mandatory for all retirees assigned to Fort Polk.  Ceremonies are typically conducted the last Wednesday of the month. The exception to this is that the November and December ceremonies are combined and held on the first Wednesday of December.

4.  Retirement awards need to be submitted IAW JRTC & Ft Polk Supplement 1 to AR 600-8-22 as soon as possible. Approved awards must arrive at the  Awards Section 20 days prior to the scheduled Retirement Ceremony date (presentation date). Submission of recommendation for award needs to be made as follows for timely approval:

SUBJECT: Voluntary Retirement

 

1. Under the provisions of law cited in AR 600-8-24, paragraph (number), I request that I be released from active duty and assignment on (last day of the month which retirement would otherwise be effective) and placed on the retired list on (first day of the following month), or as soon thereafter as practicable, and that I be transferred to the Retired Reserve immediately on retirement (Regular Army officers omit last phrase).. I will have completed over (number) years of active Federal service on the requested retirement date.

2. Assignment status: (Enter organization and station to which currently assigned and duty station to which attached, if any.)

3. Authorized place of retirement: (Enter the authorized and directed transfer activity where required to be processed-AR-635-10, para 2-18a. If applicable, identify the CONUS debarkation area.)

4. Location of choice transfer activity: (Members electing to be processed for retirement at a transfer activity other than the one prescribed by AR-635-10, para 2-18a, enter an appropriate transfer activity as provided by AR-635-10, para 2-19, otherwise enter "Not applicable.")

5. I have been counseled as specified by AR 635-10, paragraph 2-19. I fully understand the provisions of AR 635-10, chapter 2, section V, concerning entitlement to per diem, travel and transportation allowances based on retirement at a location of choice transfer activity.

6. I have read AR 600-8-24, paragraph 6-6 and 6-7. I am responsible for ensuring that a physical examination is completed not earlier than 4 months nor later than 1 month prior to my approved retirement date or start date of transition leave, whichever is earlier (subject physical to be arranged through coordination with my unit of assignment.) I am aware that the purpose of this examination is to ensure that my medical records reflect as accurately as possible my state of health on retirement and to protect my interests and those of the Government. I also understand that my retirement will take effect on the requested date and that I will not be held on active duty to complete this examination.

7. In accordance with 10 USC, I understand that:

a. Enrollment in the Survivor Benefit Plan (SBP) is the only way that I may continue a portion of my retirement pay to my family at my death.

b. I must receive SBP counseling for myself and my spouse no less than 30 days before retirement.

c. I will be enrolled in full SBP coverage if I fail to elect otherwise in writing before my retirement.

d. I cannot elect less than full spouse SBP without my spouse's written agreement. I received a spousal concurrence for this purpose in conjunction with this application/letter.  I realize there are other forms that must be completed during SBP counseling.

e. Failure to return the completed spousal concurrence statement to the proper officials prior to my retirement packet being sent to the Defense Finance Accounting Service will result in my being irrevocably and irreversibly enrolled in SBP at full cost.

9. I am familiar with AR 600-8-24, paragraph 6-22 and understand that if  the Secretary of the Army accepts this application, it may not be withdrawn except for extreme compassionate reasons or for the definitely established convenience of the Government.

14. I understand that if I participated in certain advanced education programs, I may be required to reimburse the United States government as stated in written agreement made by me with the United States government under law and regulations.

Noncommissioned Officer Retirement Application Processing Procedure:

2.  Basic Procedures:

  • Noncommissioned officers who have 19 or more years of active Federal service who completed all service obligations on or before the requested date of retirement, and who are not in receipt of an assignment are eligible to apply for voluntary retirement without waiver. The requested retirement date must be within 9-12 months of the date of the application.
  • Noncommissioned officers will bring their request for retirement on a DA Form 4187 (prepared at Soldier's Personnel Administration Center [PAC]) approved by the 1st O-6 in chain of command to the Transition Point (Building 1830) for scheduling of an appointment for completion of DA 2339, Retirement Application.   Allow approximately 4 days for the appointment date.
  • Applications must be submitted no later than two months (with the exception of CSM, SGM and promotable MSG) prior to the requested retirement date. Soldiers planning to take transition leave or Permissive TDY must adjust their application dates accordingly. Applications of CSM, SGM and MSG(P) must be processed no later than nine months prior to the requested retirement date.
  • SGT and SSG(NP) requests are approved locally. Orders are typically available 7-10 days of application. SSG(P) and above require DA approval. Orders are typically available within 4-6 weeks of application. Soldiers who require an exception to policy may experience a long wait period of DA approval.
